Aiyah...if Vickar is not the only one in queue for the tank, just return him the money and move on la. Moreover u posted on 24th July and said need to clear in 2 weeks. So not very nice to MIA when half the time Vickar is on standby. Now u say end of the month and it is a tentative date.
