Hailea 28A or 66A

Hi, my tank is a 1.5ft cube and my sump is close to 3 feet. Total volume is about 250 litres at max. Planning to get a chiller. Current temperature is 28.5 to 30. Is it possible to cool my tank to 27 degrees to keep corals like torch, hammer, bubble etc (LPS) with a 28A or should I get a 66A? Concern about the electricity bill.
