I believe anemone move only when they r not happy with their current location. My experience of anemone is that you have to pay some attention how you position the wavemaker.... After the desired location is selected, ensure it is happy thru' feeding bits of food. Lastly, monitor its behaviour for a while and decide whether the flow is alright for him. For example, if the anemone move to new location, you have to think: is this location having stronger or weaker flow? and do the rectification accordingly. So far, my experience with them has been quite successful in the sense that they hardly move away from the location I have placed them....
