Help to identify film

Hi all, need help to identify this brown film that's currently growing in my refugium. It leaves an oily residue on the surface of the water, slimy looking. It's over growing the algae that's on the rocks even.

I previously had diatom problem but I switched to ro/di water so I don't think these are diatoms.

Current water param, nitrate 40ppm, phosphate 0. Also battling red slime algae in the main tank but recently seen abit less of that. I do weekly water changes.

Usually a brown film will indicate too much bacteria. Can be caused by overdosing on bacteria, carbon dose etc.

Roger. Thanks for the input! Been dosing bacteria once every 3 weeks. Maybe that's why. Thanks thanks. I'll decrease the dosage and hope it goes away.
