Clownfish rapid breathing

Hi everyone

M 10 gallon FOWLR tank is 1 month old and there are 1 chromis and 1 clown inside. Now it is likely having a diatom bloom coz there is gold brown patches on the live rocks and aragonite sand. The fishes are eating and swimming fine. But just a few hours ago, the clownfish started darting and splashing all over the surface of the water and breathed rapidly. Now it is flapping on its side against the surface of the water and looks like its gna die soon. Parameters are all ok: Salinity 1.024, Nitrites 0, PH 8.3, ammonia 0. The clownfish has no white or black spots.  
I can't see why it is dying. Need some advice here.

Nitrate no3 check it. If it's high it will make the fish struggle to breath. If you can't check it now just do a 40% water change.

If it happen to me I will add in a air pump first if I can't do water change.
