Soft corals Not Opening

Wondering the reasons why only the Star polyps(right) thrive in this tank. Other corals just refused to open or wither away. The polyps on left corner is an example. It's been like this for over 6 months. Recently I transferred some same polyps to another tank and these opened and doing well.
