Budget Full Height Cabinet 3 feet tank setup

Hi, I am totally new to marine aquarium setup. I intend to have a marine tank of dimension of 1m x 45cm x 45 cm built into a full height cabinet.

What essentials, recommendations and cost am I looking at assuming that the cabinet is already taken care by the ID.

I would like to consider anemone, anemone fish, clams, blue surgeon fish, cleaner shrimp and some soft corals in mid term for the tank.

Importantly, I would the experts here to recommend the most cost effective setup and with emphasis on low maintenance. I have a 3-4k budget excluding the cabinet cost.
