hi , if i onli see bubble not much foam form

i have a weipro SA 2011 skimmer using it for my 2 ft new setup tank for 2 weeks and get nothin in the cup not even water in it. I try to turn the value to let the bubble get higher but it the end water fill up the cup, try many time also the same.Can someone give advise? I am newbies n know nothing abt marine.
