I think the bubbles from the skimmer wouldn't help much unless u open the cover cos only then can oxygen get into the water from the environment. A covered skimmer probably wouldn't help add much oxygen to the water.

Air Bubbles for the skimmer comes from the air tube which take air from the surrounding environment ,so the air comes from the outside of the skimmer and not from inside the skimmer .
