keeping substrate clean

Hi Guys,

Just want to get some advice on how to keep your substrate clean.

I converted to a sump using the DIY PVC overflow from HOB filter. But now I noticed all the dirt keep getting stuck on the sand bed because the overflow only skims the surface of the water. Last time the HOB filter intake is submerge halfway in the tank so it's getting the sand dirt. I have one wavemaker now to keep the water moving. Should I put one pointed at the sand to stir it up? I also bought snails, hermit crab but they are not cleaning enough. I have a brittle star but it only cleans the part near its area :-(.

Or in reality the sand bed is really never clean??
