is protein skimmer a must, since i'm changing the salt water weekl?

Not a must, some very good skimmer less tanks. But a skimmer is the best method of nutrient export.

if skimmer removes nutrients away. hmmmmm........ can we turn it on and off on certain period of time to mininise loss?

Turn it on 24x7 man... PH & Pump will not consume much elect. do you want to have a FOS tank..
