Rock solid salt

Hi guys,

Wanted to get a packet of sale this morning but the LFS I went to was seling rock hard salt!

The packets of salt(various brands) were stacked on top of one another and they were all rock solid! Is this normal? Has the salt turned bad?

In the end, I got a jerry can of NSW from Iwarna instead.
