Seems like u might need a more powerful chiller and add an extra metal halide. The Seio620 wun be powerful enuff, a tunze 6060 will be better. But like what Reds mentioned, the lighting might not be the most well spread.. you might want to consider employing another 250w MH or some T5 as supplements? I am posting this to give everyone a view of the consideration and work needed to construct such a project.
