Where to find 9W PL Ballast

I recently purcahsed a what turned out to be spoilt UV. i figured that the ballast inside the adapter has blown so i decided to cut off the wire, and wire it into a new ballast.

i'm looking for a 9@ PL Ballast. checked my hardware store but they only have 13W and up. anybody knows where to get?

Also any bro.s got electrical knowledge can advise me on what cautions i should take?

13W should be ok to use. The bulb will be brighter and might fail earlier.
