Advices on setting up of pico tank appreciated

I have the intention of settling up a pico system which has 1 litre capacity with the total system capacity not exceeding 10 litres as a bet with someone. I am restricted to only weekly water changes. Anyone with any advice?

I still do not know wad to add as ls.

As for equipment, I am trying out with a protein skimmer, mechanical filter and a fluidising bed.
