bro, actually you can try using distilled water for top up? like from shop n save? thats what i did and is doing well... since your tank is small it shouldnt be that bad... one 1.5l bottle is 65cents

sorry for super late reply... porc puffer are best kept alone. im pretty sure clownfish no matter what size will be eaten up. you can keep eels with them and both will be unharm. =)just not tooo small fishes. all the best!
