These are not Algae but Cyano Bacteria. The cheaper way to rid them other than rowa is to siphon them out. But this will treat the symptom not the cause, the cause of cyano for your case as identified earlier is overfeeding. Besides rowa another way is to nuke your tank with Red Slime Remover. But bear in mind that RSR will stunned if not kill the beneficial bacteria in your tank as well, thus used it only as a last resort. I hate Slimy Cyano....yucks....may want to get black sea cucumber to turn over the sand more often....it should help also.. If you dun like the cucumber you can even try Sand Dollar, I bought two from ML to clean up my sand beds with great success.
