this is why the grounding probe was invented for the modern day aquarist! :P

on a more serious note, incidents such as this have been documented. I suggest you troubleshoot your electrical devices individually to detect the faulty device that is leaking current, and at the same time, get a grounding probe from EAquarist or....a shop whose name I can't mention.

Test it again by dipping my fingers into the water...strangely my other fingers seems ok except my thumb and only on the part between the nails and "meat" that the stinging sensation was exprienced - could be the salt reaction to wound? Anyway this prompted me to checked it out and realised there is such a thing called a PROBE for use in marine aquarium !!!

There is? Where to buy in west side? Had some problem with getting a shock when i stick my hand in my tank. The culprit was a fan I was using for cooling. Had to clean of the salt around the area and encrusting on the fan.

And also a PH of a brand I shall not name... it was literally smoking in the water. Had to junk it!

stray voltage/current does affect fish. Tangs might become jitterish and more sensitive ones will die for no apparent reason. Imagine if you had a lateral line and you keep picking up false signals..won't you go crazy?

Always something more important than fish.
