Basically the propeller blades are like the blades of the fan only that there is this outer rotating part that directs the wind to all directions due to the angle of the flaps. I think it might work as those motorized toy boat is designed to stay in water anyway....the only concern is that the motors might not be designed to run 24x7..... You cannot vary the speed or the force, make it pulse etc. It will just be like the Eden 228 pump swing from left to right and so on. Sorry if the two rotation speed are different (no common multiples) and in opposition, it sould create an interesting periodic "random" movement with a long period.
